With more than three decades of airport design and construction experience, Frank leads the Aviation Center of Excellence. Having served as architect, owner, and contractor, he has a unique ability to manage the entire building delivery process in hard bid, construction management and design build delivery methods. He holds a Bachelor of Architecture, Master of Architecture and Master of Business Administration from the University of Illinois.
